Важнейшее правило еврейской традиции - "Писанное нельзя читать наизусть, а устное не читают по писанному" - строго соблюдалось на протяжении многих веков: Устная Тора передавалась из уст в уста, а Тора Письменная только зачитывалась. Практически во всех ешивах были люди, называемые баалей Мишна, то есть "владеющие Мишной": они обладали исключительной памятью и помнили наизусть огромные отрывки Устной Торы. Такое положение дел сохранялось до р. Йеѓуды ѓа-Наси, который счел, что пришло время закрепить основные положения Устной Торы в виде кодекса. Он собрал крупнейших мудрецов своего времени и приказал объединить имевшиеся в разных ешивах записи, чтобы сформировать единую, общую для всех книгу. Произошло это через 150 лет после разрушения Храма, приблизительно в 220 г. н. э. Эта книга называется Мишна (слово мишна происходит от глагола шана, означающего "заучивать, регулярно повторяя; зазубривать"). Мишна стала первой книгой Устной Торы, и р. Йеѓуда не только записал важнейшие положения Устной Торы, но еще и незадолго до своей смерти завершил, "запечатал" Мишну.
